Job Description

Located approximately 26 miles from the City of Fairbanks, Fort Knox is a centre of excellence for the Company as one of the few cold weather heap leach facilities in the world. Fort Knox celebrated its 25-year anniversary in 2021, and has produced over 8.5 million ounces since it began operation. In 2020, Kinross acquired Manh Choh – a project expected to commence production in 2024 and process ore at Fort Knox.

Fort Knox prioritizes being a strong contributor to the State and local communities, and since 2001, has helped support more than 300 community partners and has contributed more than US$25 million to the Alaska Mental Health Trust.

Job Description

The role consists of implementing and overseeing security programs at mine sites and other Kinross properties across the United States, following Global Security and local requirements. The selected individual will be responsible for promoting and maintaining a security strategy that effectively balances personnel, technology, and procedures in a cost-efficient manner. The individual will serve as the security expert for the United States, ensuring that all security activities comply with the Global Security Standards and Guidelines with consistency and uniformity. The position reports to the Global Security Director for Operations and will be based in Fairbanks, Alaska. 
Travel will be primarily throughout the United States with some international travel required. Travel expectations should be considered up to 40% or as and when required. 

Job Responsibilities

  • Manage all strategic and tactical security elements of Kinross US sites and properties.
  • Act as a security business partner for all US sites, providing oversight and guidance as necessary.
  • Ensure the sites comply with the Global Security Standards and Guidelines, contributing to the implementation and maintenance of all the applicable programs intended to strengthen the security posture, including, but not limited to:
    • Implement and uphold appropriate security systems, considering the sites’ management risk tolerance, incidents historical data, vulnerability assessments, credible threats and risks gathered through intelligence, as well as Kinross-specific security standards. These security systems should encompass guard force, CCTV monitoring, access control, alarms, and other measures necessary to protect company’s personnel and assets.
    • Provide guidelines and support to site security supervisors for managing an effective guard force. This may involve conducting threat and vulnerability assessments of the sites to determine optimal locations for security officers, developing training matrices and written post orders, assisting with personnel selection processes when applicable, continuously evaluating the effectiveness of the guard force, etc.
    • Ensure the sites follow the Kinross Gold Security Program developed by Global Security, having effective security measures in place that align with the standards relative to their respective threat and risk environments (procedures, electronic security, physical barriers, etc.)
    • Work together with Supply Chain and other departments responsible for material accountability aiming at developing, implementing, and maintaining procedures to manage ingress and egress controls, storage and distribution of material on sites. 
    • In collaboration with other departments in charge of fuel management, implement a security program designed to place controls (physical security and procedures) across all fuel circuit points and investigate any losses, exceptions, or anomalies identified in the fuel management system.
    • Implement and maintain the Security and Human Rights Program at all sites by integrating human rights principles into security activities. Promote this initiative among proprietary guard force, private security companies that provide services to sites, as well as public security forces when applicable. Conduct risk assessments, ensure that Kinross personnel receive annual training, and guarantee timely reporting of any human rights abuses or incidents involving the use of force.
    • Conduct or support sites’ security personnel in investigations following the Kinross Investigation Protocols set forth by Compliance, Legal, Global Security, and Human Resources. Assure all investigations are completed in a timely manner and their respective findings are shared and discussed with Global Security and sites’ management.
    • Develop and implement an OSINT program and monitoring capabilities in line with Global Security’s approach building towards an intelligence led decision making framework.

  • Other responsibilities related to Global Security Standards and Guidelines:
    • Ensure that all documentation related to the Global Security Standards and Guidelines is up to date and conduct periodic reviews with the site security supervisors.
    • Conduct security analysis, audits, and self-assessments at mine sites to ensure the effectiveness of security programs. Recommend updates and propose improvement actions as necessary.
    • Integrate security into training exercises to enhance individual, collective, and organizational capabilities and management preparedness.
    • Support sites with designing and implementing security projects that effectively meet Global Security and mine sites requirements.
    • Collaborate with the Human Resources and Health and Safety departments to effectively address issues related to alcohol and drugs, including training, procedures, regular screening, incident management, terminations, etc.
  • US Security Operations Center 
    • Enhance security monitoring of the US sites and properties through real-time surveillance.
    • Optimize incident response to ensure a rapid and coordinated approach that minimizes potential damages.
    • Ensure compliance with Global Security Standards and Guidelines and industry best practices by establishing centralized reporting and policy enforcement to meet regulatory requirements.
    • Optimize resources by consolidating security functions to eliminate redundancies and enhance overall efficiency.
  • Security Investigations 
    • Where appropriate and per the Kinross investigations matrix referenced in the Global Security Standards and Guidelines, serve as the US lead on security investigations.
    • Liaise with and take direction from the Vice President of Global Security, Global Security Director for Operations, Senior Director of Business Assurance, and the US Legal Counsel.
  • Global Security Technologies 
    • Enhance the use of technologies to secure Kinross operations and properties in the United States, with the goal of improving team efficiency and identifying cost reduction opportunities. This should include the implementation of advanced functionalities, such as integrating artificial intelligence into various security systems.
    • Ensure that US sites effectively use Kinross Global Security platforms and data management systems for timely reporting of incidents and relevant information.
  • Public Security Liaison 
    • Ensure relationship building and frequent communication with the US public security forces as deemed appropriate.
    • Promote discussions on human rights and best security practices with public security.

  • Ensure that the Nevada, Alaska and Washington sites implement security budgeting and financial planning focusing on cost-effective resource management.
  • In line with Global Security guidelines, implement an effective Workplace Violence Prevention Program aiming at identifying, mitigating, and addressing potential threats, including active assailant situations. This includes developing and enforcing necessary protocols and procedures, providing training, promoting awareness programs, responding to incidents, and investigating cases. US Legal Counsel, Human Resources and public security agencies must be consulted and involved to provide appropriate support as needed.
  • Develop and implement an effective Active Shooter program comprehending risk assessments, emergency plans, training sessions for sites personnel (ALIVE), security response procedures and protocols in alignment with law enforcement and required security resources, such as mass communication systems.
  • Implement an Anti-Collusion Program that considers protocols, security measures/resources, and procedures, including pre-employment and recurring screening for positions in critical areas (OSINT, HUMINT, etc.), and reporting channels.

Sustainability Expectation

The position will provide visible security leadership at the KGC operations in the United States, ensuring the programs outlined in the Global Security Standards and Guidelines have been effectively implemented and maintained on sites.
Include a performance-based strategy that focuses on developing or optimizing site security systems, maintaining effective communication with site personnel, and keeping them informed about relevant security-related issues.
Assist on enhancing the security systems at mine sites through a structured continuous improvement process. This process will be conducted in strict alignment with the guidelines set forth by Global Security and the management teams at each site, ensuring that all security measures are effective and compliant. The role will involve evaluating current security procedures and protocols, identifying areas for improvement, and implementing solutions that bolster security across all operations, safeguarding both personnel and assets.
Promote human rights and security best practices to all stakeholders, both internally and externally, in alignment with the Kinross Human Rights Adherence and Verification Program. Ensure that the program's elements and metrics are thoroughly detailed and reported to Global Security.

Education and Experience

  • Minimum college diploma or equivalent required.
  • Minimum eight years of professional-level experience in the security industry, law enforcement, or military. 
  • Prior experience working in the mining sector is preferred.
  • Formally trained and qualified as a security professional. Association with a security trade organization is desired.
  • Served in leadership function for industrial security and/or public security operations.
  • Proactively identify potential risks and threats and propose measures
  • Strong verbal, written, analytical, and persuasive skills and the ability to interact effectively with all levels of employees and management.
  • Establish and maintain good relations with the internal and external public and promote positive attitudes, safe work practices, and adherence to company standards.
  • Ability to prepare objective and concise reports in neat. Proficient in using computers and other communications devices to include MS Office package.
  • Able to function independently and perform security duties with minimal supervision or guidance. 
  • Ability to take initiative, handle and prioritize multiple competing tasks, and effectively manage deadlines.
  • High level of personal integrity and administrative organizational skills.
