The Employment Development Department (EDD) is seeking a highly motivated and experienced leader to serve as Staff Services Manager I (SSM I) for the Policy Review and Improvement Unit, a key unit within the Policy and Legislative Group of the Disability Insurance (DI) Branch, Central Office Division. Under the general direction of the Policy and Legislative Group Manager (SSM II), the SSM I will lead, supervise, and manage a team of professional analysts responsible for conducting regular, systematic reviews of policies, statutes, codes, and regulations that govern California’s State Disability Insurance (SDI) programs and recommend improvements to ensure that those are relevant, consistent and effective for the Californians. This role is critical to ensure that all program policies, laws and regulations are not only compliant with existing laws and government directives but are also aligned with the department’s operational goals, internal governance standards, and evolving public needs. In this dynamic and high-impact role, the SSM I ensures that policy review and improvement activities are data-informed, legally compliant, operationally relevant, forward-looking, effective, and equitable.
The SSM I drives policy modernization by identifying legislative gaps, redundancies, or inefficiencies, and leads the team in preparing legal and policy analyses to recommend improvements, legislative or regulatory proposals, policy statements or memos. As a policy subject matter expert, SSM I provides strategic guidance and support to program areas, legal counsel, executive leadership, and field operations teams. The incumbent will serve as a liaison with other state departments, legal offices, and Disability Insurance/Paid Family Leave program experts nationwide to monitor legislative updates, regulatory trends, and industry best practices, ensuring the department remains proactive and responsive in its policy approach.
