The Illinois Office of the Comptroller is seeking applicants for the position of Public Service Administrator - Information Technology - Database Administrator.

The Comptroller is the chief fiscal control officer for the Illinois government, charged by the Constitution with maintaining the state’s central fiscal accounts and ordering payments into and out of the appropriate funds. The office processes more than 16 million transactions annually and serves as a “fiscal watchdog” to ensure that all state payments meet the requirements of the law. The Comptroller’s office provides meaningful and timely fiscal information to help state policymakers adopt effective policies. The office continually seeks new ways to improve how it serves the public. The Comptroller has updated and streamlined the Comptroller’s website and has led the process of updating the state’s payroll and accounting systems. Comptroller Mendoza is committed to running the Office of Comptroller as a financial watchdog for the interest of Illinois citizens and to installing the most modern and transparent systems to make the state’s financial information available to all.  

MAJOR FUNCTION

Under the administrative supervision of the Senior Public Service Administrator, this role is responsible for the development, management, and maintenance of DB2 databases including extracting and loading data. Key tasks include creating and managing database objects, performing reorganizations, conducting backups, troubleshooting database issues, and executing other related administrative duties. Ensures data integrity, security, and compliance with relevant regulations and cybersecurity protocols, while handling sensitive data responsibly. The position also supports and maintains DB2 Information Warehouse and Structured Query Language (SQL) server databases. As the primary point of contact for DB2 technical support, this role assists with system administration tasks, including on-call duties and problem resolution.  

Job Responsibilities

• Designs, implements, and manages database systems to fulfill organizational needs, including data extracting and loading.
• Monitors database performance, resolves issues to ensure optimal performance and availability, and configures servers and databases accordingly.
• Contributes to optimizing database systems for efficiency and scalability by monitoring hardware and software performance to ensure timely updates for both.
• Works closely with developers and analysts to optimize data retrieval for applications, while providing technical support and guidance on database-related matters.
• Contributes to the development and implementation of backup and recovery strategies to safeguard critical data, ensuring data integrity and authentication.
• Evaluates and recommends database technologies, tools, and methodologies for enhancing system capabilities.
• Performs other related duties as required or assigned which are reasonably within the scope of responsibilities.

Minimum Qualifications

• Requires knowledge, skill and mental development equivalent to a bachelor’s degree in information systems; Computer Science; mathematics; statistics; public administration or business administration or a related degree with coursework specific to information technology. 

• Requires a minimum of two years of progressively responsible database administration experience with MVS Mainframe DB2, including expertise in utilities, SQL writing and optimization, database creation and management. 

Preferred Qualifications

• Prefers professional experience in database administration with both DB2 on z/OS and SQL server. 

• Prefers experience collaborating on technical project teams. 

• Prefers DB2 for z/OS and/or MS SQL Server database administration certification.

Knowledge, Skills, and Abilities

The following are required:

• Knowledge of database management systems and their architectures.
• Proficiency in SQL and database programming languages.
• In-depth understanding of Information Technology concepts, theories and functions of computer systems.
• Strong knowledge of computer science of information technology principles, along with public and business administration practices.
• Comprehensive understanding of office programs, service objectives, activities, and operational systems.
• Ability to clearly articulate ideas both verbally and in writing.
• Adaptability to new technologies and methodologies.
• Strong ability to develop and maintain effective working relationships through excellent communication skills.

Additionally, this position will annually accrue 12 paid sick days, a minimum of 12 paid vacation days, 4 paid personal days, and be afforded 14 paid state holidays, prorated based on start date.
