Telework Information: This position is eligible for a hybrid work schedule, with up to two days of remote work and three days or more onsite, per week.

Effective July 1, 2025, The California Department of Human Resources (CalHR) implemented the Personal Leave Program 2025 (PLP 2025). PLP 2025 directs that each employee shall receive a 3 percent reduction in pay in exchange for 5 hours PLP 2025 leave credits, monthly. The salary range(s) included in the job advertisement do not reflect the 3 percent reduction in pay.

Statement of Qualifications
Please provide a Statement of Qualifications (SOQ) for the hiring manager’s review. Applications received without an SOQ or those that do not respond to the specific questions below
will not be considered.
The SOQ must be typed, titled “Statement of Qualifications,” and each response must be numbered and list all relevant experience, education, and training, including places of employment, dates, and duties performed. The SOQ must not exceed two pages in length and must be in Arial font,11 point.
- Describe your experience supervising and leading teams responsible for communications or marketing functions. Include specific examples of how you have recruited, developed, and retained staff, and fostered a collaborative and high-performing work environment.
- Provide your experience with the development, implementation, and management of digital communication tools (such as websites and mass email) to enhance internal and external communications. Describe how you assessed communication needs, measured effectiveness, and drove adoption of these tools.
- Provide an example of a complex communications or marketing project you managed that required cross-functional collaboration. Explain your role in setting strategy, aligning project goals with organizational objectives, and building partnerships with internal and external stakeholders.
Minimum Qualifications All experience and education relating to the Minimum Qualifications (MQs) listed on the Classification Specification should be included in your application package to clearly demonstrate how you meet the MQs for this position. In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
- Demonstrated experience supervising and developing communications or marketing teams, including coaching, mentoring, and performance management
- Experience developing and implementing digital communication tools (such as websites and mass email) as part of communication outreach
- Demonstrated ability of strong written and verbal communication skills, which includes proofing and editing content
- Ability to build and maintain effective partnerships with stakeholders at all organizational levels
- Experience advising senior management on communication strategies, content, and channels
- Ability to strategize and analyze communication needs, measure effectiveness, and adapt strategies as needed
