Position: Evaluation and Quality Assurance Director
Description:
The Evaluation and Quality Assurance Director is a senior-level role responsible for leading the design, execution, and continuous improvement of the evaluation methodology for military training and occupational experiences. This position ensures that evaluation outputs meet the highest academic standards and are aligned with national accreditation requirements, delivering credible and equitable outcomes for service members seeking college credit for prior learning (CPL). The role also involves direct supervision of multiple employees, ensuring cohesive operations and high performance across the evaluation lifecycle.
Key Responsibilities: - Lead the development and implementation of evaluation methodologies for military course, occupational, and community reviews in accordance with standards and DoDI 1322.25.
- Oversee the execution of reviews, ensuring consistent application of psychometrically sound evaluation rubrics and practices.
- Support SME teams in executing reviews and ensure assessment criteria and findings are psychometrically sound, statistically significant, transparent, and aligned to academic frameworks.
- Design and maintain a Quality Control Plan (QCP) that governs all aspects of evaluation preparation, execution, and reporting.
- Develop and track quality assurance metrics, including evaluation accuracy, completeness, reviewer reliability, and stakeholder satisfaction.
- Lead post-review quality control processes, ensuring the validity and reliability of college credit recommendations and evaluation outputs.
- Engage with national and professional accreditors to ensure evaluation practices align with academic quality assurance and credentialing standards.
- Maintain expertise in accreditation standards and incorporate best practices in evaluation design and reporting.
- Present evaluation methodology, findings, and quality trends quarterly to stakeholders.
- Collaborate with Program Manager and COR to resolve evaluation-related concerns and support continuous improvement initiatives.
- Contribute to curriculum summits, working groups, and symposia focused on advancing CPL practices and acceptance.
- Contribute to strategic reporting, data reviews, and outcome analyses in support of deliverables.
- Ensure the security and integrity of generated academic records.
- Support the development and maintenance of the Military Guide and project portal to reflect accurate, user-centered, and standards-aligned outputs.
- Oversee QA audits of evaluation data and final outputs, including Credit Recommendation Reports (CRRs) and evaluation summaries.
- Collaborate with engineering and data teams to ensure data security, integrity, and availability in the project portal and Military Guide.
- Directly manage and mentor employees on the project team, fostering collaboration and accountability.
- Provide leadership across cross-functional activities including review scheduling, SME coordination, and data reporting.
- Ensure staff alignment with project goals, deliverables, and timelines.
Requirements: Required Qualifications: - U.S. Citizenship required; must be eligible for a Tier 3 (T3) background investigation for Position of Trust
- Master’s degree in Education, Educational Assessment, Statistics or Data Analytics, Curriculum & Instruction, or a related field (Doctorate preferred)
- 10+ years of experience in academic evaluation, instructional quality, accreditation, as well as credit for prior learning (CPL) principles and postsecondary academic frameworks
- Demonstrated experience leading evaluation teams and quality assurance programs in education or government contexts
- Proven experience supervising professional staff and managing multidisciplinary teams
- Familiarity with regional accreditation standards (e.g., MSCHE, SACSCOC, WASC, HLC), ANSI standards, and other industry-standard accrediting organizations
Preferred Qualifications: - Experience with military education programs and prior learning assessment (PLA)
- Familiarity with DoD Voluntary Education programs and the Joint Services Transcript (JST)
- Experience working with faculty subject matter experts (SMEs) and coordinating review panels
- Proficiency in using data visualization and reporting tools such as Power BI
