Position Overview and Responsibilities:

This intermediate environmental position will support the Resilient Florida Program and requires a broad working knowledge of environmental science and provides technical assistance to staff and grantees.   This position requires effective communication and coordination with staff, grant applicants, regional planners, local, state, and federal governmental agencies, and other departmental entities in pursuit of the overall mission to improve resilience to climate change and sea level rise for the state’s regionally significant assets. Develops and maintains knowledge, skills and abilities in resilience or engineering; and knowledge of the statutes, rules, and policies related to coastal construction and environmental resources, pursuant to Chapters 161, 373, 380, and 403, Florida Statutes.

Utilizing knowledge of the Statutes and Regulations governing the Resilient Florida Program this position will:

  • Conducts technical reviews of proposed adaptation projects, resilience related monitoring data, and analysis of vulnerability studies. Provides written comments to the project manager. Participates in meetings as necessary with designated staff to discuss projects and to coordinate the completion of technical reviews.
  • Assists with resilience related projects and processes in collaboration with ORCP staff and contractors and prepares reports with recommendations for long-term strategies.  
  • Conduct on-site visits to evaluate project tasks and deliverables, grant compliance and project performance.  
  • Assists with the development of guidelines for the review of project data and the criteria for compliance with statutes, rules and policies related to coastal construction and environmental resources.  
  • Provide technical support on Resilient Florida grants. This includes aiding the grant manager on deliverable reviews, grant workplan reviews, scope of work changes, and eligibility issues.
  • Assists in review of grant applications. Identifies and documents eligible entities and projects based on application and statute. Evaluates and scores applications. Provides QA support on application evaluations. Works with planning, GIS, and SalesForce team to enhance evaluation process and provide training materials.
  • Assist in any other Resilient Florida projects funded by the section or DEP. Duties include data review, data creation, deliverable review, scope of work (SOW) creation, report writing, project management assistance, coordination with other sections, and invoicing.
  • Assists in development and review of data products used to analyze program information and streamline processes. This may involve geodatabases, spatial layers, dashboards, mobile applications, Salesforce data sources and coordination with GIS section.
  • Coordinate with planning section on education and outreach. This includes developing training materials for applicants and grantees, attending workshops/conferences/open houses/grantee office visits, and acting as backup on event scheduling and logistics.
  • Represents the Resilient Florida staff in meetings with applicants, at public meetings, and at Department and interagency discussions related to projects and policy issues. 
  • While performing the duties of this position, the incumbent will need to develop and maintain a working knowledge, skills and abilities in resilience or engineering; and knowledge of the statutes, rules, and policies related to coastal construction and environmental resources, pursuant to Chapters 161, 373 and 403, Florida Statutes.  
  • The position also coordinates with the other sections and program areas of the Department in pursuit of the overall mission to preserve, restore and protect the environment and natural resources of Florida.
  • Perform other duties as assigned.

 

Required Knowledge, Skills, and Abilities:

  • Ability to communicate clearly and effectively both verbally and in writing.
  • Knowledge of Microsoft Office, and ArcGIS desktop and mobile applications.
  • Ability to apply critical thinking for planning/infrastructure problems.
  • Ability to handle multiple tasks and manage time efficiently.
  • Ability to provide technical assistance to Department staff, local governments, and other external stakeholders.
  • Skills in methods of collecting, compiling, organizing, and analyzing data.
  • Ability to develop data products to streamline data analysis.

 

Minimum Qualifications:

  • At least six years of verifiable related experience. Post-secondary degrees from an accredited college or university in a field of science or engineering may be used as an alternative for the required six years of experience on a year-for-year basis. A credential evaluation report from an approved agency must be submitted along with all foreign degrees.
  • A valid driver’s license.
  • Position may require 20% travel, including some overnight stays.

 

Pay:
