About The Adjutant General's Office :

Role Overview : 

You will serve as a senior technical advisor to executive officers, directors, environmental officers, and program managers within the State of Indiana’s Adjutant General’s Office – Indiana Army National Guard (INARNG). This position independently conducts environmental audits across the organization based on guidance from the Environmental Division Chief. The position also supports the Environmental Program’s staff that covers 28 media areas to include the Clean Air Act, Clean Water Act, CERCLA, RCRA, Endangered Species Act, National Environmental Policy Act (NEPA), etc. Audits could include assessment of SPCC plan implementation, waste and POL handling procedures, Storm water (and/or NPDES) management plans/permits, water distribution monitoring/operation records, Air permit monitoring and reporting requirements, etc. Familiarity with environmental management systems, spatial data/GIS systems, and cooperative agreements/grants is beneficial to the position. Responsibilities are statewide and include Atterbury-Muscatatuck Training Center (36,000-acre training complex), 15 surface equipment maintenance shops, 2 aviation maintenance facilities, and 60 military readiness centers (armories). The purpose of this position is to sustain or improve INARNG’s environmental performance relative to environmental laws and regulations and provide necessary situational awareness to the agency’s senior leaders to increase military readiness.

 
Salary Statement : 

The salary for this position traditionally starts at $85,020.00 but may be commensurate with education or work experience.

A Day in the Life:

The essential functions of this role are as follows: 

• Plan, coordinate and conduct engineering reviews, assessment surveys and/or audits; providing staff reviews for technical quality, content, and format; prepares ad hoc or periodic written reports and/or updates. 
• Review, manipulate and retrieve computerized data; review complaints and assists with resolution. 
• Research, review, evaluate, assess, and respond to technical or engineering issues from staff and/or the regulated community. 
• Attend/participate in various meetings and serve as liaison or subject-matter expert representing IDEM. 
• Provide suggestions, recommendations, and solutions to complex engineering/design standards. 
• Work with others to formulate and develop effective implementation strategies in order to achieve compliance. 
• Work with the appropriate staff to provide training and assistance, program development, technical or legal knowledge and regulatory interpretation. 
• Review overall program and suggests improvements and provides general, technical and/or regulatory assistance to the public and regulated community. 
• Assist & advise senior management and others to develop and establish policies and standard operating procedures (SOPs), rules, regulations, laws, technical issues. 
• Coordinate inter-branch and inter-office projects. 
• May assign work to staff, direct staff workload, mentor staff, and perform quality review of staff’s work and provide input on staff performance appraisals. 
• Provide excellent customer service by serving as a technical resource for internal and external customers and serve as a technical negotiator and advisor for inter-office and/or inter-agency environmental issues. 
• Review innovative engineering technologies, highly complex technical documents and/or other documents written by the regulated community and/or staff to ensure consistency and applicability of legal, technical, engineering principles and/or policy application. 
• Respond to regulatory development queries and requests for information. 
• Work on special projects and/or other duties as needed. 
• Assist in the development of revisions to state environmental policies or regulations with senior managers.

This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.

What You'll Need for Success:

You must meet the following requirements to be considered for employment: 

• A Bachelor's Degree in Engineering
• Seven (7) years of experience in environmental health, environmental management, public health, biology, geology, chemistry, or a related area. A combination of experience and accredited college and/or graduate training (concentration in Agriculture, Agronomy, Air Resources Management, Biology, Biophysics, Chemistry, Engineering, Environmental Health, Environmental Science, Geology, Mathematics, Microbiology, Natural Resources, Physics, Environmental Affairs, Public Health, Water Resources Management preferred) may be considered. 
• Extensive knowledge of civil and environmental chemical and mechanical engineering principles, practices, concepts, theories, methodology and toxicology. 
• Working knowledge of and corresponding skills to use specialized software or modeling applications and other available information in order to complete work assignments. 
• Extensive knowledge of and the ability to research, interpret and apply a wide variety of federal and state laws, rules and regulations in order to provide technical or legal recommendations and propose/draft new rule language, SOP’s, non-rule policies, etc. 
• Ability to manage several projects simultaneously, establish short/long term project goals and objectives as well as plan and coordinate varied and changing operations in order to achieve these goals and objectives. 
• Ability to apply complex environmental and engineering theories, practices and principals of various specialty areas within the land, air and water program areas. 
• Excellent communication skills, especially on high level technical or legal/enforcement issues.
• Able to perform essential functions with or without reasonable accommodation.

Supervisory Responsibilities/Direct Reports:

This role may be utilized in a supervisory capacity based on agency needs.
